I need Legal Advice and/or Representation about APPEALING COVID 19 FIXED PENALTY NOTICES & QUARANTINE HOTEL COST.
My and my wife returned from Pakistan in Feb 2021 visa Abu Dhabi, There was quick transfer from Abu Dhabi Airport from one plane to other within about half hour or so, We didn't go out of airport. Also we ended our journey to Dublin and arrived into the UK by EU Flight Ryanair.
Last 10 days were spent in Pakistan which was not in Red countries that time. But the transit country 'Abu Dhabi' was in Red country which we didn't know.
We were in Pakistan since 6 months while Covid Travelers rules changed in the UK in our absence and we were not aware of it as we didn't have access to the UK News there.
It was travel agents duty to guide us, but he said, as Pakistan is not in Red Counties list so Covid rules don't apply on you. He didn't know either that Transit country Abu Dhabi is in Red countries and rule still apply on us. He said as you are not entering that country and transit is from inside the Airport so the Covid rules don't apply on you.
We followed his instructions and didn't Book Hotel in advance, Didn't fill Passenger Location Form, arrived at Manchester Airport instead of Birmingham airport, These were 3 breaches. Although we were Vaccinated and that was accepted.
At Manchester airport they filled forms for these breached and kept us in Holiday Inn Birmingham hotel for 10 days.
Please note, it was new rule that time and some Airport staff didn't know if this is Breach or not in our circumstances.
They have been quite since Feb 2021 and now they sent us penalty notices and demands for money.
1 - Fixed Penalty Notices for Covid breach: £2026 2 - and Money demand for Hotel; £2400.
We received these 2 demands so far, don't know if they will send any more or not.
1 - We didn't breach the law deliberately. 2 - It was new changes of rule only few weeks before our return. 3 - We had no access to the UK News in Pakistan. 4 - We were misguided by local travel agent who booked our tickets. 5 - Pakistan was not in Red list countries. 6 - We found out rules when we arrived at Manchester airport. 7 - We are on low income too. ………………………………………………..
Please note, The Covid FPN £2026 is in court, The court demanded me to pay, but I have requested them to put case on hold until we re-open the case because the respondent or court didn't give me chance to defend. So the court has put this case on hold and we need to re-open and deal in the court. Can you represent in the Court?
In regards to the Quarantine Hotel Fee £2400, I received their demand letter recently and they gave 21 days to pay. They are not in court yet. What can we do about them?
Can any lawyer help me in this matter?
I don't need only advice, I need representation and positive result. Please only contact me if you can get Guaranteed Positive result for these matters and if you have experience in this field.
Sorry to say this all, Actually many people are approaching me with false promises of just writing a letter to third party on my behalf. I can get letter writing myself too. But I need an expert who has dealt with these matters before with positive result.
